DOrSU, LGU Manay sign MOA for feasibility study on proposed external classes

Davao Oriental State University (DOrSU) and the Municipal Government of Manay signed a Memorandum of Agreement on August 17, 2026, for the conduct of a feasibility study on the proposed establishment of DOrSU external classes in the municipality.
The study will assess demand for higher education in Manay, prospective academic programs and services, financial viability, and other factors relevant to the proposed external classes. It will also involve consultations with local officials, Indigenous Peoples, civil society groups, farmers and fisherfolk, educators, students, out-of-school youth, youth groups, and other community sectors to help identify local educational needs.
Under the agreement, the Municipal Government of Manay will provide ₱400,000 for the feasibility study and make available relevant local data and documents, while DOrSU will conduct the assessment and prepare the corresponding reports.
The initiative is aligned with DOrSU’s GROWTH 2029 Framework, particularly its Thriving Curriculum pillar, which emphasizes locally responsive academic programs, accessible learning, and the development of graduates prepared for productive employment. The framework also identifies the development of extension campuses as part of the University’s continuing institutional growth.
For the Municipal Government of Manay, the undertaking supports its effort to broaden higher education opportunities and strengthen local human resources as part of improving the socioeconomic well-being of its constituents.
The MOA was signed by Manay Municipal Mayor Hon. Jon Marco M. Dayanghirang and DOrSU President Dr. Roy G. Ponce, with Manay Vice Mayor Hon. Alfonso Benjie D. Lahora Jr. and DOrSU Vice President for Academic Affairs Dr. Edito B. Sumile as witnesses.
The findings of the feasibility study will serve as a basis for determining whether the proposal can proceed and what academic, operational, and financial arrangements would be required.
