DOrSU shortlisted for 2026 GADtimpala

Davao Oriental State University (DOrSU) has been shortlisted for the 2026 GADtimpala, placing the university among the state universities and colleges set for on-site validation under the national gender mainstreaming recognition program led by the Philippine Commission on Women (PCW) in partnership with the Commission on Higher Education (CHED).
The on-site validation is scheduled on April 21–22, 2026, and will be conducted by a six-member team composed of representatives from PCW and CHED.
The validation will assess the university’s gender mainstreaming work, including the functionality of its GAD mechanisms and the implementation of gender-responsive curriculum, research, and extension programs. It will also review submitted means of verification, validate self-assessment results, and check compliance with CHED Memorandum Order No. 01, s. 2015.
As part of the process, DOrSU is expected to present its gender mainstreaming milestones, key accomplishments, innovations, and institutional impact using the GMEF entry points of Policy, People, Enabling Mechanisms, and Programs/Activities/Projects. The validation also covers site visits, documentary review, and assessment of community extension programs and their outcomes.
The milestone underscores the university’s sustained work in gender mainstreaming, led primarily by the Center for Gender and Development. Under the leadership of Dr. Jeralyn Hemillan, and with the support of GAD focal persons Dr. Mary Fil M. Bauyot, Assoc. Prof. Jhonnel P. Villegas, and Dr. Helina Jean P. Dupa, the center has been driving programs, projects, and activities that strengthen gender responsiveness across the university’s academic, administrative, research, extension, and community engagement functions.
This also aligns with DOrSU’s regenerative futures vision, which places inclusion at the center of how the university operates, conducts research, serves communities, among others. More than a compliance effort, the university’s GAD work forms part of its broader push to create systems, spaces, and opportunities that are fair, responsive, and accessible.
With the upcoming validation, DOrSU will have the chance to show how its gender and development initiatives move from policy into practice and how those efforts are helping shape a more inclusive future in higher education.
