DOrSU aligns with national procurement reforms through RA 12009 training

Davao Oriental State University (DOrSU) conducted a three-day training on Republic Act No. 12009, or the New Government Procurement Act, and its Implementing Rules and Regulations (IRR) from March 18 to 20, 2026, at the DOrSU Main Campus to strengthen compliance with national procurement policies.
The training gathered members of the Bids and Awards Committee (BAC), Technical Working Group (TWG), and key administrative offices to ensure a unified understanding of updated procurement rules under the Government Procurement Policy Board (GPPB) and audit standards of the Commission on Audit (COA).
On Day 1, discussions focused on the key provisions of RA 12009 and its IRR and strategic procurement planning, led by Mrs. Noemi P. Wong, MBA, CPA. The session emphasized major changes in the law, procurement planning requirements, and the need for agencies to align internal systems with updated national guidelines.
On Day 2, modes of procurement were discussed in two sessions by Engr. Ariel A. Lagmay, Division Chief of COA Region XI. The discussions covered the appropriate use of procurement methods, common compliance issues, and the importance of proper documentation to meet COA audit standards.
On Day 3, contract implementation and sanction mechanisms were tackled by Dir. Antonio M. Faunillan Jr., PhD, Assistant Director of DBM Region XI. The session highlighted contract management procedures, responsibilities of implementing units, and penalties for non-compliance under the new law.
The activity aimed to improve coordination among offices involved in procurement and ensure consistent application of RA 12009 across all stages, from planning to contract execution.
