USEP Benchmarks DOrSU on Biodiversity Facility Procurement

The University of Southeastern Philippines (USEP) conducted a benchmarking activity today, January 8, with Davao Oriental State University (DOrSU) to review procurement and project implementation practices for its Php 32.81-million Biodiversity Research Center at the Marfori Demo Farm.
The discussions covered pre-procurement planning, bid evaluation, Design and Build methodology, risk management, contract administration, and project monitoring. The USEP delegation, led by Chancellor Dr. Shirley S. Villanueva, included Bids and Awards Committee (BAC) Chairperson Remegio G. Duyan Jr., Vice Chair Dr. Eleonor T. Guden, and technical staff. DOrSU’s BAC, Technical Working Group, and Secretariat facilitated the activity.
The benchmarking highlighted the value of inter-university collaboration in improving transparency, efficiency, and accountability in public procurement. The project also contributes to sustainable development by supporting resilient infrastructure, responsible procurement, and biodiversity conservation, aligning with the UN Sustainable Development Goals, particularly SDG 9 (Industry, Innovation, and Infrastructure), SDG 12 (Responsible Consumption and Production), and SDG 15 (Life on Land).
