Davao Oriental State University (DOrSU) and J.V. Angeles Construction Corporation (JVACC) signed a Memorandum of Agreement (MOA) to provide industry-based internships for students of the Bachelor of Science in Civil Engineering (BSCE) program. The ceremonial signing was held on October 2, 2025, at the DOrSU Board Room, with University President Dr. Roy G. Ponce and JVACC President Engr. Justin Victor Angeles at the helm.
The MOA’s overarching goal is to provide BSCE students with supervised, competency-based training that bridges classroom learning with real-world civil works, in line with CHED Memorandum Order No. 104, s. 2017 and the program’s 240-hour on-the-job training (OJT) requirement. It commits both institutions to cultivate graduates who are technically proficient, safety-conscious, and values-driven, while aligning experiential learning with DOrSU’s regenerative futures vision.
Dr. Emmanuel E. Barbas, FACET Dean and BSCE faculty member, thanked Vice Mayor Lorenzo Leon “Enzo” G. Rabat for bridging the partnership, noting its significance as the program’s first internship linkage specializing in hydraulics and water resources management.
In his message, Engr. Justin Victor Angeles emphasized that JVACC’s core strengths—water and wastewater infrastructure, hydropower, and large-scale civil works—are closely aligned with DOrSU’s regenerative niche. He expressed optimism about deeper collaborations with the university to help train future engineers.
Dr. Roy G. Ponce also expressed gratitude to Vice Mayor Rabat “for keeping DOrSU in mind,” adding that the partnership allows the BSCE program to anchor its branding within the University’s regenerative futures vision. Beyond technical competencies, Dr. Ponce underscored the value formation students can gain from a 65-year industry leader like JVACC: “We can produce brilliant engineers, but without values, we may end up with problems. Exposure to entrepreneurial discipline and integrity is as important as technical skill.”
Vice Mayor Enzo Rabat and the BSCE faculty also attended the ceremony in full support of this landmark partnership.
